Governor Ivey Announces Director of Alabama Fusion Center Receives National Director of the Year Award
MONTGOMERY – Governor Kay Ivey is pleased to announce the director of the Alabama Fusion Center (AFC) on Wednesday, Nov. 8, in Alexandria, Va., received this year’s National Fusion Center Association’s (NFCA) Director of the Year award.
“Not only is this national honor good for the Alabama Fusion Center, but it reflects positively on the entire state of Alabama,” Governor Ivey said. “Director Jay Moseley was selected from a field of 79 directors and earned this recognition for his exceptional commitment and dedicated service.”
Part of the Alabama Law Enforcement Agency’s State Bureau of Investigation, the AFC and its counterparts in other states and U.S. territories are intelligence- and information-sharing hubs designed to “fuse” information between the intelligence community and local, state and federal governments and private sector entities. They were implemented following the terrorist attacks of Sept. 11, 2001 — which killed almost 3,000 people – and charged with improving the nation’s preparedness against terrorist attacks and deterring criminal activity.
Glenn Archer, executive director of the National Fusion Center Association, said, “On behalf of the National Fusion Center Association Executive Board and the 79 Fusion Centers located throughout the country, I would like to congratulate Jay Moseley on his award for Fusion Center Director of the Year. Jay has devoted several years of his life to the protection of his country through his service in the military, as well as his role as the director of the Alabama Fusion Center. It is appropriate that he has been recognized for his efforts through this award, and I am grateful for his leadership throughout this past year.”
Secretary of Alabama’s Law Enforcement Agency Hal Taylor knows firsthand the fusion center’s value, and he was eager to attend the event in Alexandria, knowing Director Moseley had no idea he had even been nominated.
“Jay has certainly earned this award,” Secretary Taylor said. “Since his 2014 appointment to the position, he has led a number of innovative and operational improvements to enhance our fusion center’s capabilities.”

Director Jay Moseley began serving his country and the state of Alabama in 1987, when he enlisted in the Alabama Air National Guard at the age of 17. He served in both Operations Desert Storm and Iraqi Freedom. Director Moseley retired from the Air National Guard in 2012 and began working for the Alabama Fusion Center, where he was promoted to the position of director in 2014. Since 2014, Director Moseley has worked tirelessly to ensure that his team members view the center as a collective effort working to achieve a shared vision. He recently increased the capabilities of the Alabama Fusion Center by incorporating a GIS unit into the organization. His efforts at the Alabama Fusion Center have led to the development of a nationwide GIS working group to enhance the capabilities of the National Network of Fusion Centers.
Director Moseley is engaged in the National Network of Fusion Centers and he has leadership roles in the Southern Shield Fusion Center Coordination Group, the NFCA executive board, and the Gulf Coast HIDTA. Director Moseley’s solid decision-making, calm delivery, and measured approaches have earned him the respect and trust of his subordinates, coworkers, and executives.
