Supplemental State of Emergency: Tropical Storm Cindy

WHEREAS, a State of Emergency has been declared to exist in the State of Alabama, as of 10:00 a.m. CST on Tuesday, June 20, 2017, as a result of severe weather with tornadoes, damaging winds, hail, flooding, flash flooding, and river flooding possible;

WHEREAS, numerous homes and businesses have been damaged, disruption of utilities has occurred and restoration efforts and activities must begin and continue; and,

WHEREAS, for the purposes of response and recovery to this declared emergency, I have determined that it is necessary to promote and secure the safety and protection of the civilian population for those State of Alabama employees who are required to perform emergency recovery and response services away from their home base of operation to be reimbursed for their actual expenses, including but not limited to lodging and meals, which are incurred by them while performing these services on behalf of the State of Alabama.  This reimbursement will be in lieu of the normal per diem rate of $75 per day as required by Section 36-7-20(a).

NOW, THEREFORE, I, Kay Ivey, Governor of the State of Alabama, do hereby declare, by the authority of Sections 31‑9‑6, 31‑9‑8, and 31‑9‑13, Code of Alabama (1975), that the per diem reimbursement rate for state employees who have been, are being, or may be called to service away from their home base of employment, in the State of Alabama, during this State of Emergency shall be their actual expenses incurred and all such expense claims must be reasonable and must be certified, according to applicable law, by the claiming employee as such and must be approved by the employee’s department head or appointing authority.

FURTHER, this Proclamation shall remain in effect for the duration of the existing State of Emergency or under the declaration of emergency as it may be hereafter extended.
