EXECUTIVE ORDER NUMBER 707
Establishing a Protocol for
Executive Orders of the Governor
WHEREAS Alabama Governors have issued more than seven hundred executive orders throughout the State’s history;
WHEREAS, historically, the executive orders of previous Governors have been numbered consecutively within a gubernatorial term or administration, but not continuously across gubernatorial terms and administrations; and
WHEREAS the State lacks a useful system of citation for the executive orders of Alabama’s Governors that would aid in distinguishing the executive orders of one Governor from the like-numbered executive orders of other Governors;
NOW, THEREFORE, I, Kay Ivey, Governor of the State of Alabama, by virtue of the authority vested in me by the Constitution and laws of the State of Alabama, do hereby promulgate this Executive Order, effective immediately:
- Descriptive titles. Every executive order promulgated from this date forward shall be given a suitable title generally descriptive of the purpose or subject matter of the executive order.
- Unique numeric designators. Each executive order shall be assigned a unique numeric designator representing its sequential position in the series of all executive orders published since Executive Order No. 1 by Governor Chauncey Sparks in 1943. The numeric designator shall conspicuously appear near the top of the first page of the executive order. Every numbered executive order heretofore issued by any Governor is hereby assigned the appropriate numeric designator in accordance with this rule, as reflected in the attached Table of Executive Orders of Governors of the State of Alabama, and may be referenced thereby, but need not be physically altered to conform to this rule.
- Citation format. Every executive order of a Governor of the State of Alabama may be cited in the following form: the designation “Exec. Order” followed by the abbreviation “No.” (for number), followed by the numeric designator, followed by the date of issuance enclosed in parentheses. For example, the first executive order of my administration may be cited as “Exec. Order No. 703 (April 12, 2017).”
DONE AND ORDERED this 8th day of August, 2017.
John H. Merrill
Secretary of State
