PAC-to-PAC transfers allow lobbyists and other groups to transfer funds through
Political Action Committees to conceal a contributor’s identity. In other words,
candidates can “launder” the money they receive from special interests by first
transferring contributions through PACs.
During the 2006 election, Alabama donors
gave more than $12 million to candidates and political committees, a great deal
of which came through PACs.
Governor Riley’s proposal will prohibit PACs from making contributions to other
PACs, forcing special interests and other donors to contribute directly to campaigns.
In other words, political groups could contribute only to candidates and not to
other groups. Also, candidates would be prohibited from donating to PACs and to
other candidates. By revealing the true sources of campaign funding, this ban will
make the elections process more transparent.
